Why don't Malaysian give high profile jobs to foreigners?

Its been 20 days since am into malaysia,and have knocked every single door of the companies for systems engineering position, most of the interviewers are Chinese and they polite decline to hire foreigners,i don't get it are local malaysians not adaptable to global environment or what do they fear,does singapore have same policy for foreigners.
